The principle of Community-led Monitoring is an approach that involves active community participation in monitoring and evaluating impactful programs. This approach recognizes the importance of involving program-affected communities in monitoring program implementation and collecting relevant data. Thus, CLM allows communities to have greater control over programs and policies that affect the community. Through structured community-based engagement, CLM enables communities to collect evidence-based data about program implementation and analyze it. This data can then be used as a basis for advocacy in fighting for better policies. By involving communities in monitoring and advocacy, CLM can improve program implementation and represent the interests of affected communities.
In Indonesia, the CLM has been happening for a while. The known organizations implementing CLM include the Indonesia AIDS Coalition with the CSS-HR program, Positive Indonesia Network with the Advocate for Health program, and Joint National Network with the Joint CLM program. In addition, there are several other CLM initiatives, such as the PrEP CLM that are also being implemented. The CLM implementors collaborate in the CLM-INA Task Force to communicate and coordinate the collection of CLM ideas and findings, and to work together to advocate based on these findings.

- The CLM Knowledge Management Platform is revitalized and can be accessed according to the needs of the community.
- CLM Knowledge Management Platform can be operated properly by CLM admins/focal points, as well as IAC CLM Data Officers.
- Assist in evaluating the performance of the digital CLM platform in terms of community usage.
DUTIES AND RESPONSIBILITIES
- Participate in consultative meetings with relevant parties, if necessary.
- Refine the knowledge management platform
- Provide guidance, mentorship, and technical support as needed
- Conduct periodic evaluations
- Ensure integration with other IAC information systems.
CONSULTANT CRITERIA
Consultant Qualification:
- Individual/Team/Organization/Company;
- Have ever made a web application-based reporting and recording system, or a web application-based information system.
- Can create a web application-based information dashboard/library that is creative and attractive, yet easy to navigate.
- • Possess a Taxpayer Identification Number (NPWP) for the Individual/Team/Organization/Company;
Timeline of Consultancy Work
This consultation will be carried out within a period of 5 (five) months, namely from April – August 2024.
